I want Customer can upload their profile picture through my account page how is it possible??
All user avatars are controlled by WordPress and not WooCommerce and a plugin like this one below can allow WordPress users to upload their own avatar images to your a WordPress site.

To have this available on the WooCommerce Profile pages you would need to be able to write some custom code in PHP to integrate that or see if the plugin author could possibly add WooCommerce profile page compatibility to their avatar plugin.
