“Live Preview” means it is installed on your site, and you see your site’s content.
Appearance > Themes shows only the themes that are already installed on your site. The “Live Preview” link opens the Customizer with the new theme, showing your site with your content.
if you click on Add New on the Themes page, you can see themes that are not installed, and the link for “Preview” will show you the theme on the wordpress.org theme previewer site. If the link says “Live Preview” here, it is already installed on your site.
Inside Customizer, clicking on “Change” at the top will allow you to Live Preview the already installed themes, and see the ones on wordpress.org which can be downloaded and previewed on your site (your content).
Perhaps your content is in some plugin that is not called when the Live Preview is used? Do you see your content in the Customizer?
Thanks, Joy, for your prompt reply. I see how installing the theme allows me to preview it and see at least some of the content. It doesn’t show the header image from my current theme (Magazine Lite) and none of the text from the homepage (haverhilldems.org). This gets me to a good starting point to evaluate the functionality, layout and styling delivered with a theme.

The header image is one of those strange things. It’s a core option, but the theme has to support it, and it’s stored with the theme options, so you won’t see it on another theme unless you choose it there.
If your theme does a lot of custom stuff for the home page, you won’t see that in another theme either. That’s why I’ve always been against themes having special code for the home page.
