It looks like you are referring to a site that’s hosted on wordpress.com, is that correct? These forums are for sites which are self-hosted (i.e., wordpress.org sites). For wordpress.com sites, you can try posting your question on their support forum.

This is a self hosted site. The above issue is caused on both self and Automattic hosted WordPress installs.
OK, now I understand. I was thrown off because the toolbar at the top is something I normally associate with WordPress.com.
The problem is with the Jetpack option to display the WordPress.com toolbar. I’m not sure what having that toolbar gives you, but if you turn off that option, you won’t have that problem anymore. If you need that toolbar, then maybe you should post your question on the Jetpack support page, they would probably be better able to look at the problem.

I am unable to find which Jetpack option are you talking about. I have look in both WordPress.com and self-hosted site’s Jetpack option.
From the admin dashboard, go to Jetpack → Settings, then click on Writing. The second section down is labeled WordPress.com toolbar. Click the switch to disable it. You shouldn’t have the problem with the hamburger menu anymore.
