I tell you, I have:

0kg to 50kg. :
Area: Paris and Marseille | Weight of 0kg. to 50kg. : € 13(Woocommerce ignores him)
50kg to 100kg. :
Area: Paris | Weight of 51kg. to 100kg .: € 15
Area: Marseille | Weight of 51kg. to 100kg. : € 23In Woocommerce, when a product weighs 75kg and the area chosen in Paris does not add € 15, it shows an error that there is no area selected for Paris.
On the other hand, if the product weighs 23kg. and Paris area is € 13.
What we do is create two shipping areas for Paris with different weight, but only pay attention to one.
How could we solve it?

Shipping zones will match based on the customer’s location – it does not look at what’s in the cart. So it will always show the first Paris option if that’s where the customer is located.
To offer different shipping for heavier items, you could use Flat Rates and create a ‘heavy’ shipping class, using that to charge a higher rate:
