we got news, with –version=3.5.8 from wp cli, the website works in both languages.
Also, after more testing, we tend to believe the fix lies within the WooCommerce Multilingual plugin, and not Redux Framework plugin.
However, if you have a suspicion about a conflict within redux, you can check these two plugins together, along with Woocommerce 3.6.1.

I fear the issue is probably within WooCommerce. They do some amazing stuff, but often we find they create conflicts for other products.
However, if you can nail the issue down to anything we’re doing, we’ll gladly provide a fix. Thank you!

Thank you for your response, and thank you for the Redux Framework plugin!
Since Woocommerce version change has corrected the issue, this sounds reasonable, however, only the multilingual part had a problem and this is actually a feature of WooCommerce Multilingual. Woocommerce works fine for one language. On the other hand, the mystery remains, why these work fine after Redux plugin is disabled 🙂
Anyway, I guess it has to do with Redux “revealing” or enabing features used by the theme. If we have time to further investigate this issue, I will be happy to inform you.

this should be marked as resolved, or at least not a Redux issue.
We have a confirmation from WPML team that the problem was with WooCommerce Multilingual, it was identified and resolved.
