For WPML this is not needed, as all things are already there:
WPML has an officially support for Elementor already built-in since 2018, which does the “connecting”: https://wpml.org/2018/07/wpml-4-0-5-with-support-for-elementor-templates-and-global-widgets/

For a language switcher widget there is a free plugin available: https://wordpress.org/plugins/language-switcher-for-elementor/
