Content after header component – link and css

I tried to add the code beneat in the Customizing ▸ Header General section. “Content After Header” text box.

in shows in preview, but the link does’t work
Once published it won’t show at all.

How do I get it to show and the link to work.

Or how can put that image and link in the top bar above the header (especially as the “after header” is still above it)
