Pre Purchase Questions

I am looking to create a website that allows teachers of a certain sport to create an online profile with their picture, bio, qualifications, teaching hours, number of students taught and current location (this last one is particular important)
Also this website will be for potential students (non registered users) to search for a teacher in a particular place so for example a ski instructor in Paris, France. Does this system allow this once the registered user puts his or her location.
It will be a simple website and as of yet not to much inter action between users only perhaps a forum.
Another key feature is for students to later review and rate their teachers with particular categories
Please let me know if this system is able to do the above
Also the users (instructors) that register will be subject to a signing in fee is this also possible
