Plugin for comment moderation

I know that administrators have the choice of pre-approving comments by selecting “comment author must have a previously approved comment”, but is there a way to change that using a plugin to x number of previously approved comments instead of just one, each spanning a period of time (for example, they need to be 12 hours apart).
