Hi Steve,
If you removed the plugin the plugin cannot do it’s job anymore.
It sounds a bit like you have a caching solution in place. That could be another caching plugin or an external caching solution.
If you need extra help you can best send an email to the support mail address.

Yes, there’s a cache solution working from our host. I purged but still not allowing me to start over on my kids site.

If the plugin was removed it will not work anymore. So iQ Block Country cannot be the culprit here I am afraid.
So if you really removed the plugin I am afraid I cannot be of much help and you might want to check with your webhosting provider.
