Plugin does not work

Hello,

I just installed this plugin on my wordpress/woocommerce website.
I want to have free shipping option only for some groups, so i created a new rule for:
User roles equal with administrator, but it does not work. Please check the following screenshots:

I’m using latest version of wordpress/woocommerce. Maybe there is no compatibility with it?
