Shop manager can write a proposal to the customer in the quote request, optionally include a link to “pay” and link to “respond” and save the order status as “Quote Sent”. This triggers an email, notifying the customer of the quote along with the proposal. Customer can respond to the proposal and add a response(note) which notifies the shop manager.
That Shop Manager means vendor as opposed to me as admin.

Who edits the order is not a function of our plugin. That is a function of multi-vendor plugin. Premium currently does not provide extra support for multi-vendor functions.
We have been working on providing email support for the multi-vendor plugin. every vendor associated with that product would get an email notification. We have been working and testing that. But it will be limited to the email notification not editing the order. It is not in released yet.
