Why can you not update the database? You have to download the file, unpack it and upload the mmdb file

Upload path is your upload folder.
Download url is listed when you first have to download the database or it’s in the installation manual https://wordpress.org/plugins/iq-block-country/#installation
Download the GeoIP2 Country database from: http://geolite.maxmind.com/download/geoip/database/GeoLite2-Country.tar.gz
Unzip the GeoIP2 database and upload the GeoLite2-Country.mmdb file to your upload dir usually /wp-content/uploads/GeoLite2-Country.mmdb
If you do not want to or cannot download the MaxMind GeoIP database you can use the GeoIP API.
I just tried this and am getting:
Parse error: syntax error, unexpected '[' in /home/.../public_html/wp-content/plugins/iq-block-country/vendor/geoip2/geoip2/src/Database/Reader.php on line 51
