There are a few things that could cause this:
- Your import file is using the wrong encoding – see: http://www.wpallimport.com/documentation/troubleshooting/encoding/
- The import file has been deleted from your server. You can fix this by re-uploading the file and re-saving the import via Manage Imports -> Import Settings
- The uploads folder on your server has incorrect permissions: https://codex.wordpress.org/Changing_File_Permissions#Permission_Scheme_for_WordPress
