Did you go to screen options in the top right corner and ensure product categories is checked.

Your screenshot doesn’t look like my product editor page. Looks a bit like the Gutenburg editor. Are you using a product editor plugin?

@hugh123 As mentioned by @ lorro above, the screenshot you shared looks similar to the block editor – which should only be available for posts and pages. The block editor is not available for the edit product page.
There could be a plugin that is providing this feature – or this could be a conflict with another plugin that is creating this behavior. You can test by disabling all other plugins except for WooCommerce, and activating a default theme like Storefront.
Thank you folks. Yes, indeed it was another Plugin editor (possibly Gutenburg). I updated WooCommerce Plugin and that restored the Category selection.
