Send you “a beer” problem with Paypal

Tom, I’ve tried multiple times. Today I finally contacted paypal. This is what they said:
Paypal:

That payment was stopped by our security system. All transactions are run through our internal security system that looks at thousands of different factors. A specific reason isn’t given so that we don’t work around the security system. This is the correct functionality of our security system.

me:

so there is no way to resolve this issue?

paypal:

We aren’t able to work around the security system since it’s function is to protect you. If you’d like to continue with this payment you’d have to try to send it outside of PayPal.

me:

is there some specific reason that I can tell the recipient? Is their account locked or something?

paypal:

No, a specific reason isn’t given to prevent us from working around the system.
