Don’t know if this will help but if you are still at version 2.7.1, edit the file on your host.
That file is wp-admin/includes/file.php
Change line 444 from:
$response = wp_remote_get($url, array('timeout' => 30));
to
$response = wp_remote_get($url, array('timeout' => 60));
Then try the Tools->Upgrade again.
If that doesn’t solve the problem you may have to do a manual upgrade as described Upgrading WordPress.
