    That sounds as if your sendmail (or something else) program might be stripping the HTML. Try activating an email logger, for example: https://wordpress.org/plugins/wp-mail-logging/

    This will make all send emails available from your WordPress backend. Then do a test again. Is the link also missing in the logged email?

    I would recommend trying to switch to the default Twenty Nineteen or Storefront theme and then try sending another password reset email. That will help rule out any overrides that your theme may be doing.
