timezone support

it seems as if the times shown in the wordpress do not respect my choice of timezone.

if a post is created at 1300 GMT and i have my time zone set to UTC+2 then the display should read 1500.

this doesn’t seem to be the case, the post will always read 1300 no matter what timezone i choose.

also, using the_time(‘T’) will print the timezone of my server, not the timezone set in my wordpress settings
