Create a bar down the menu

Hello. I’m trying to add a css bar, just for show, down my menu, so I can use a warm color. Anyone knows how to add it? The bar is just for esthetics.

Ohhh Sorry! I expressed myself very very wrong. My menu used to be down my navbar-title IRINA SOPAS
I want to create another bar down my IRINA SOPAS, in horizontal, so I can add a warm color. Just for show no functions at all.
