Can the Woocommerce categories have the same name as the ‘normal’ WordPress categories? Or do they have to be different?

While it could be confusing, they can be the same if you’d like them to be!

The custom taxonomies are what helps set them apart. One uses just categories while WooCommerce uses product-category to set those apart, if that makes sense. For example the URLs could look like this.

http://core.test/category/accessories/
http://core.test/product-category/accessories/
