Force Downloads means that the product will be offered for download and not opened in the browser which usually happens with PDF files.
Maybe you can try a different method
eg. X-Accel-Redirect/X-Sendfile but this may not be supported by your hosting provider though.
That can be found in WooCommerce > Settings > Products > Downloadable Products (little link)

i set X-Accel-Redirect/X-Sendfile method in woocommerce download option.
