user ratings

okay, so, i’ve searched the wiki, and i think this is what i need, but i’m not quite sure..im a little confused
does this tool allow me, personally, to rate my own posts, or is this a tool to allow others to rate my posts?
if it is the first, is there any way to allow others to rate my posts?
