I tested this on my test site using WC 3.5.1 and the Storefront theme, where I did receive a notification when the email already exists:

Can you please try it with a different theme such as [Storefront](https://woocommerce.com/products/storefront/)?

I hope I did not do a display: none on the record-wrapper …. I looked but saw nothing.
Otherwise, during a process of order, I arrive on the page connexion if I am not logger. I would like to put aside an account creation block. It’s possible ? Because the creation of the account is done via the billing address

The fastest way to check is to switch themes, and also make sure you don’t have any custom CSS in any CSS plugins or in Customizer > Additional CSS.
