Certain CSS not loading on homepage

Hello,

What would stop a certain part of CSS not always loading?

I have a “Welcome” title and then some sub titles that should load in a custom font and the welcome should also be aligned to the centre.

There’s other CSS on the homepage that loads fine every time so i’m just wondering what it is that’s blocking it?
