There are no limits to the file size when performing a restore.
There is a lot of interest in extending the restore functionality. We decided to make it a premium product to fund the development of these features.
It uses a different method for file uploading in the premium versus free. The free version is a one-step uploader that is limited to the php max upload setting. The premium uses an incremental uploader that gets around this limit by uploading in chunks. So in essence, yes it does limit the size buy using the basic uploader.
