Remove naggy message image optimization

I’m on holiday now, but the short story:
* dismissing works for most users
* it not working is due to issues with transients
* there’s a workaround in the AO FAQ.

Evening Erik; if you want there’s a potential fix for the notice’s non-dismissable state you found, would be great if you could download the github version and check if the “try shortpixel” notice can be dismissed (technical details; the PAnD framework library now doens’t use transients any more to store notice status, but an option).

yes, if I can find some people who have that issue (I can’t reproduce it on any or my sites) and can test the fix mentioned earlier 🙂
