cURL error 4: OpenSSL was built without SSLv3 support

    I’m getting this error when I try to update anything on WordPress.
    cURL error 4: OpenSSL was built without SSLv3 support
    My PHPInfo.php shows:
    PHP Version 7.2.7
    cURL Information 7.59.0 SSL Version OpenSSL/1.1.0h
    OpenSSL Library Version OpenSSL 1.1.0h 27 Mar 2018

    I actually have installed:
    curl-7.61.1-win64-mingw and it’s in my path
    openssl-1.1.1 64bit

    What can I do to fix this problem?
