Extended editor role doesn’t work

Hi,

i wanted to create an extend editor role who can add, edit and delete users too.
So i created a new role with a copy of editor rules and added create_users, delete_users and edit_users to it.
After this i gave an example user the new role.
But when the example user logged in he only can add new users, all other existing users he can’t see and edit them.
Why this?
