1. Install WordPress.
2. Install All-in-One WP Migration plugin.
3. Import the wpress file.

I would need a server to instal WP on. I was trying avoid this as I currently cannot setup hosting locally.
Also, I seem to have accidentally changed the default download file type to “google file” from the original “tar gz” file. How can I change it back (or does it even make a difference)?

You could use Bitnami packages for your OS to install WordPress on your computer here: https://bitnami.com/stack/wordpress/installer
The original file extension is .wpress not .tar.gz
