I just got to step 9:
http://codex.wordpress.org/Upgrading_WordPress_Extended#Step_3:_Verify_the_backups

I just looked at the blog site and its blank.
(choice words muttered under breath)
As per instructions, I went to http://site.com/news/wp-admin/upgrade.php and instead of finding instructions to follow on the screen, I am prompted by the browser to download the file.

Where do I go from here?

Talk to your host.

May need to add:
AddType application/x-httpd-php .php

to httpd.conf file.

Hi Michael,

Thanks for the reply.

Can you point me to some documentation? My ISP is often as clueless as I about WordPress upgrade problems. They are fine folks, they use a nice proprietary hosting setup, but they don’t seem to have much experience with WordPress.

It’s not really a WordPress issue but how PHP and web-server (e.g. apache) interact. If your host is not able to grasp this, I would recommend a new host.
