Configure Notifications

Good morning I have installed your plugins to send notifications of the wpadverts plugin, and I have a small problem, when a user records an ad I leave it pending moderation, so it is not yet published, your plugins send me the two notifications that have as a condition pending review and the condition that has a published advertisement condition. How can I make the published advertisement not be sent until the administrator has approved the announcement?
