Quick Draft creates a Classic Block etc

Not sure if this is supposed to happen, but if you do a “Quick Draft” from the WP Dashboard when you first log in, the resulting unpublished Post is by default a Classic Block.
When you go to edit the Post, this message appears: “Welcome to the wonderful world of blocks! Click the “+” (“Add block”) button to add a new block. There are blocks available for all kinds of content: you can insert text, headings, images, lists, and lots more!”
Then you also see a box in the middle of the screen with lots of white space. You cannot see the Post Title. The box says “Classic” on it which is strange; if the goal is to introduce Gutenberg as the default editor, why default a Quick Draft to the Classic editor?
There is a strange blue dot above the “Welcome” tooltip.
Draft is missing.
Custom fields are missing.
Note to moderator: Is there some way you can remove the automatic “hold” on every comment I put up here?
