moving a post to another user

Yes, as an admin you can edit the Author using the Author box at the bottom of the edit screen. If the user does not appear in the drop down there then you will need to change their permissions by changing their user role in Edit user screen Subscriber’s will not show up in the Author box on the post edit screen only Authors, Editors, and Admins will (as well as any custom user type that has permission to publish posts).
