Some redirects not working | WordPress.org

I have about 20 redirects on site.
Some are working, some are not.
For example, this one is not working:
Source:
https://www.horuta.co.il/%D7%A7%D7%99%D7%A9%D7%95%D7%A8%D7%99%D7%9D/

Target:
https://www.horuta.co.il/%D7%9E%D7%A7%D7%95%D7%A8%D7%95%D7%AA/

This is working:
Source:
https://www.horuta.co.il/%D7%9E%D7%A7%D7%95%D7%A8%D7%95%D7%AA-%D7%9E%D7%99%D7%93%D7%A2/
Target:
https://www.horuta.co.il/%D7%9E%D7%A7%D7%95%D7%A8%D7%95%D7%AA/

Any ideas?

I think that the redirect was not working when pasting the encoded url, but when pasting in the actual URL with the hebrew letters, the redirect did work.
Could you confirm?
for example pasting in this url, does work:
https://www.horuta.co.il/מקורות

You may need to clear your cache – it seems to be working for me
