Fatal error: Call to undefined function get_user_locale()

    I extracted the zip file in the /wp-content/plugins directory. I tried to active under Settings->General, however I get this error:

    Fatal error: Call to undefined function get_user_locale() in /home/adam/www/abendmann/wp-content/plugins/contact-form-7/includes/l10n.php on line 68

    Why is that? I could not find the get_user_locale() function in wp-includes/functions.php is that the problem?

    I am using WordPress 4.3.17
