Creating new user – no e-mail is specified

This is something that bugs me a bit.
When I deploy a package of Duplicator, and I choose the option to create a new user – the user is created without an e-mail address.
As far as I know, WordPress user should always have an e-mail address and not having it can lead to issues.
Yes, granted – it is not a required field in the database itself, but AFAIK, it is required field for any new user that you try to create with the native interface or via wp-cli
