Woocommerce checkout

Hello,

Currently I have a taxi booking plugin that works with Woocommerce, when someone would like to order a taxi, they can fill in all the route details and when they click on Book Taxi they will send to the checkout page of my woocommerce,

Now my question is, is it possible with woocommerce, that when my client would like to order this type of route, they can confirm the booking without paying, when I recieve the booking that we need to Approve it, and after approval the client can make the payment.

Hope someone can help me out?
