I understand that the Order Completed email isn’t sent to your customers once the order status changes to “Completed” with Virtual Downloadable products.
This sounds odd as the same Order Completed email (found in WooCommerce >> Settings >> Emails) is sent whether the product is Virtual and Downloadable or not.
Is the same happening with physical products? If not – perhaps you have some custom code applied to your site or you’re using an additional plugin to handle emails?
As a first step, I’d recommend installing a plugin such as WP Mail Logging https://wordpress.org/plugins/wp-mail-logging/ in order to check whether the email is scheduled/sent or not. It will at least be clear whether this is a deliverability issue or your site isn’t sending those emails at all.
