    Hello
    After restore from backup, plugins are disabled
    Something changed in latest version?
    Is this normal?

    Please can you post a link to your restore log file? You can download it from wp-content/updraft using FTP or your web hosting file manager, and post it using something like pastebin.com.

    Unfortunately, the section you have posted is not sufficient to diagnose your issue. You need to post more of it.

    So, you ran the restoration in separate batches?

    That’s the problem. If you do that, you should do the database *last*. Otherwise, when you restore it before the plugins, it finds that the plugins aren’t there, so it de-activates them to stop the site from crashing due to missing plugins.

    Re-run the database restore again now, and all should be well. (It’ll return to the state in the backup, of course – you’ll lose any changes you made afterwards).

    True, but in previous versions the front-end of your site went down until you had also restored the plugins. And some users didn’t like that.

    The manual – https://updraftplus.com/faqs/how-do-i-restore-my-backup-from-a-site-that-is-still-installedrunning/ – has always said (at least since 2013, I believe) – to restore the database last, if you are restoring things in parts, because of these (and other) issues. Restoring a database onto a filesystem that is not consistent with it is a bad idea.
