Custom login pluginlugin with admin approval

My client has a complete members only website. She needs a plugin which allows her to approve new registrants before they can access any pages. Can anyone recommend the best plugin for this or is there a way I can configure the wordpress login so that registrants must be approved by admin before being able to login?
