Restrict cookies

How can I restrict third-party cookies if the user has decided not to accept them?
Simply putting them inside the Cookies box used and separated by a comma, are they already blocked if the user does not check the box?
Or do I have to do something else?
If I have to do something else, could someone explain to dummies how to do it?
