    If I disable all ure_ capabilities for a User Role, even if that User Role is an Administrator, that User Role is unable to see or edit any users that have the Administrator User Role

    It turns out it’s from disabling ure_manage_options. If I take away that capability from the User Role, the User Role is unable to see Users with the Administrator roles in the Users page list.

    It’s not a bug. It’s by design.

    This is the additional security measure to protect users with ‘administrator’ role from other users, who can edit users. This restriction is applied by URE by default.

    If you wish to change this logic use custom filter to switch OFF this protection. Look at this thread for more details.
