A condition to make method disappear

Hello. I have a product that only cost $5.00 to ship. For some reason, my FedEx plugin does not calculate below $10.00. So let’s say I create a table rate shipping for $5.00 for items that weigh less than 1 pound, Is there any way to make the table rate shipping go away if there is more than one product added to the cart?
