cookie not showing in header

    – WORDPRESS VERSION: 4.9.6
    – BROWSER: CHROME
    Under Cookie Law Info> Cookie Law Settings, I have these settings set:
    Cookie bar is currently: On
    Cookie bar will be shown in: Header
    Fix cookie bar to header: Yes

    However my cookie law message will not show in my header. It will show in my footer.
