How can I create a list of media that can be downloaded?

Like the title says I need to know how I can create a page that has a list of media that can be downloaded. Basically When I want to do is be able to upload media (pdf, .doc, etc…), be able to give them a title, and then a link that will allow people to download the media. I have been working at this for countless hours and cant seem to get anything. any help is greatly appreciated. If you need more info just ask.
