Twenty Seventeen menu links jump to image instead of text

How can I make the Twenty Seventeen theme jump to the page text instead of highlighted image when clicking on a menu link?

I tried it with <a name="anchor"></a> but that jumps to the middle of the text following the anchor, instead of the anchor being the “first line” on the visible page.
