4 warnings, 1 fatal error = no admin access

Yesterday I upgraded to PHP 7.1 on hosting site and WP to 4.9.4 and since have not been able to access WP admin. I’ve tried deactivating plug-ins via FTP, clearing cookies/cache but am still getting the following errors:
Warning: Parameter 1 to wp_default_scripts() expected to be a reference, value given in /www/sites/928/ccc/www.counsellinginvictoria.com/web/wp-includes/plugin.php on line 571Warning: Illegal string offset ‘remember’ in /www/sites/928/ccc/www.counsellinginvictoria.com/web/wp-includes/user.php on line 39

Warning: Illegal string offset ‘user_login’ in /www/sites/928/ccc/www.counsellinginvictoria.com/web/wp-includes/user.php on line 54
Fatal error: Uncaught Error: Cannot create references to/from string offsets in /www/sites/928/ccc/www.counsellinginvictoria.com/web/wp-includes/user.php:54 Stack trace: #0 /www/sites/928/ccc/www.counsellinginvictoria.com/web/wp-login.php(775): wp_signon(”, ”) #1 {main} thrown in /www/sites/928/ccc/www.counsellinginvictoria.com/web/wp-includes/user.php on line 54
Any guidance in resolving these issues would be greatly appreciated.
