Mobile Issues with Anchor Link

I have two questions:

FIRST Q:
I am having trouble getting the anchor link to work in mobile view (both image and text)
Seems to work in normal view, just not in responsive size.
Any solutions for this?

SECOND QUESTION
I need the icon to remain 70px wide/high no matter what view.
The image used is only 70px, but it still trys to make it bigger.
So I seem to have been able to fix this with some custom css coding – this works for Chrome and Safari
It still has the probelm in firefox.
Any suggestions?
