Thanks for the reply. I tried the first step, but it didn’t work. The other two tries looked a little too dangerous for me to try at my level of competence (beginner). I am building the site on my home computer. Would it be possible for me to complete the site and then, after getting it up and running online, ask my host if they can increase the size limit? Another question is why does my site that is online have a 10 MB limit while this one here at home has a 2 MB limit? They are both using the same WordPress theme.

It’s not set by your theme, it’s set in the system PHP configuration.

Does this mean that when I transfer my local site to a hosted site, the file limits will automatically change to whatever the host’s limits are?

Yes, unless you override them with wp-config.php, .htacces, or php.ini.

So, since I envision a long and tedious ordeal to learn how to write php (just for this one thing), it seems prudent for me to wait, publish the site. Then, taking advantage of the host’s increased file limits, upload my mp3s to the site (assuming, that when you build a site locally, you can still edit the site online (as I did when I built the site online)). Does that sound like a reasonable approach? Or, would you suggest something else?
